I think the VAXen had something like this ... you moved the switch on the front to HALT and it would come up in the boot subsystem.

IPMI

IPMI force a boot into BIOS - http://prefetch.net/blog/index.php/2009/05/14/using-ipmitool-to-manage-the-reboot-process-on-solaris-hosts/ and it should work on Linux as well. IPMI support is generally pretty varied though, so good luck working out if a motherboard supports that before buying it.
